Ukrainian scientist and researcher Kostenko Oleksii is a prominent personality in the field of law and digital transformation, with a strong focus on the legal aspects of emerging technologies such as Metaverse. He is the President of the Metaverse-UA Association and holds a PhD in Law. Dr. Kostenko is at the forefront of research on the legal regulation of electronic jurisdiction for the management of social relations in the Metaverse. His role also includes the position of the Head of the Scientific Laboratory of the Theory of Digital Transformation and Law of the Scientific Center for Digital Transformation and Law of the State Scientific Institution “Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine”.
Kostenko’s research focuses on addressing the challenges and opportunities presented by the rapid development of Web 3.0 or Metaverse technologies, covering a wide range of applications, including blockchain, electronic neural networks, machine learning, AI, the Internet of Things, augmented and virtual reality. He explores the impact of these technologies on social relationships, business systems, and assets, seeking to harness their potential to achieve opportunities beyond the current capabilities of the analog world.
Dr. Kostenko interests also include the legal and social implications of digital identification processes, especially in the context of artificial intelligence systems and cross-border e-economy and trade. Kostenko develops comprehensive research on the theoretical and legal foundations of identity management in the digital age, aiming to contribute to the creation of standard laws and regulations in this area.
Through his work, Dr. Kostenko contributes to the understanding and development of legal frameworks that can adapt to the rapid technological advances that characterize the digital transformation era, ensuring that legal systems can effectively regulate and facilitate the growth of digital and virtual environments.

Scientific activities:
In 2020 he completed postgraduate studies at the State Scientific Institution “Institute of Information, Security and Law of the National Academy of Legal Sciences of Ukraine” and defended his thesis for the degree of Doctor of Philosophy in Law, specialty 081 (Law). Dissertation was defended on September 30, 2020 in a single specialized academic council of DF 26.501.001 State Scientific Institution “Institute of Information, Security and Law of the National Academy of Law Sciences of Ukraine”. The topic of the dissertation research: “Legal provision of cross-border provision of electronic trust services”.
Author of the monograph “Electronic trust services: legal aspect of cross-border use” (2020).
He is the author of more than 75 scientific works published in national and foreign scientific journals and international scientific and practical conferences with investigations of legal regulation of identity management, avatars, electronic identities, application of IoT devices, development of modern technologies of the Meta universe (WEB 3.0.), digital assets, intellectual property rights for digital intangible assets, creation of electronic jurisdiction of the Meta universe, application of blockchain technologies, AI, AR/VR, ICO, ML.

Author of the theory and model of Metaverse e-jurisdiction and Metaverse Codes. Electronic jurisdiction, electronic justice is one of the key elements of electronic social relations in Metaverse. According to the proposed theory the legal regulation of social relations in the Metaverse requires the development of a comprehensive electronic jurisdiction based on the latest basic legislation – the Grand Charter of Laws Metaverse (GLM). According to the Model GLM should contain the following key parts: Metaverse Constitution (the Grand Charter); the general norms, the composition of the Grand Charter laws; Metaverse common law; Metaverse Judiciary Code; Metaverse Electronic Chancery Act; Metaverse cross-border interaction regime between different Metaverse and analog world; Metaverse fundamental technical regulations; Metaverse identity management and security act; Code of non-property electronic assets and intellectual property; U D.
