Ukrainian neurologist, Ph.D. of Medical Sciences. Member of WHO Digital Health Technical Advisory Group (DHTAG) and Roster of Experts. The founder and chief physician of the State Telemedicine Center of the Ministry of Health of Ukraine from the time of its creation in 2007 to 2018. Vice-president of the Ukrainian Association for the Development of Information Technologies in Medicine. Member of the Expert Committee on the Development of Artificial Intelligence at the Ministry of Digital Transformation of Ukraine.

I have been working in Health Care since 1999, starting with the position of Neurologist, MD of the Kyiv City Clinical Hospital. Since 2000 I have led the medical direction of the Hospital for ten years as Deputy Chief on Medical Activity. I have been trained at the “National Medical Academy of Post-Graduate Education” in the field of Health Management (Kyiv, 2004, 2006). I have undertaken Special American Business Internship Training “Health care in the United States. Hospital management” (USA, 2007). Since 2019, I have been elected as a member of WHO Digital Health Technical Advisory Group (DHTAG) and Roster of Experts.

While working as Deputy Chief on Medical Activity, I was engaged in management of medical processes in the Hospital, interaction of all its departments as well as external communications with other hospitals and health authorities Since 2008, my professional activity has simultaneously covered Health and Information Technology.

I headed the State Telemedicine Center MoH for ten years. Under my leadership we began creation of a regulatory framework for Telehealth as part of eHealth. Since then, I am related to the development of a national health information system (e-health) in coordination with the Ministry of Health of Ukraine and other central government authorities.

All the necessary regulatory framework, for implementation of telemedicine, was developed taking into account international experience. Through my efforts, changes were made regarding telemedicine in the Law of Ukraine “Fundamentals of Health Protection Law”.

My responsibilities, as a Vice president of a professional NGO “Ukrainian Association for development information technologies in medicine”, include introduction of eHealth strategy and policy and development of draft laws and regulations.

My professional activity more than 12 years is focused at eHealth. I have a Ph.D. degree in medicine in the field of integration of Information Technologies into the Health care system.

Digital Health, as an important part of Health care reform, increases convenience of the treatment process and obtaining medical information. It facilitates provision of equal access to quality medical services for patients in all geographic regions. It is a base of creation of a patient–centric Healthcare.

Since 2019, I have been a member of the Expert Committee on Artificial Intelligence at the Ministry of Digital Transformation. This activity of mine is also directly related to the development of Digital Health in Ukraine.

In 2022, as Director of the Department of Medical Information Systems at the National Institute of Cardiovascular Surgery, I implemented the Medical Information System, and this year, in a similar position at the National Cancer Institute, I am implementing the Medical Information System and updating the National Cancer Registry. Current achievements within the framework of work at these Institutes are the creation of a System for Online analytics of the activities of medical institutions, based on AI.

International activity

In 2015, the achievements of Ukrainian telemedicine were officially presented at the Ukrainian-Bavarian telemedicine summit (Erlangen, Germany) and the international forum Global Bio Medical Forum 2015 nf K-Hospital (Seoul, Republic of Korea). In 2016, a forum of representatives of developers and consumers of modern devices, tools and software solutions for electronic medicine was organized and held as part of the anniversary annual exhibition Health Care 2016 (Kyiv, Ukraine). The co-organizer and partner of the DigitalMed’2016 platform was UARITM. In 2017, he presented the Telemedicine Portal and the Telemedicine Network created for medical facilities and institutions at an international forum in Chisinau (Moldova) at a conference in Barcelona (Spain).
